Purpose of the measures

A legal framework at the national level regulating the DHC sector is not yet available in Italy. The measures mainly supporting at the national level the DHC projects and heat delivery are mainly related to the following areas:

- Eligibility for green certificates, only applied if the thermal energy is generated through renewable sources (geothermal, biomass and biodegradable fraction of urban solid wastes)

- Eligibility for white certificates (titles of energy efficiency) in cogeneration plants. This measure however is not yet applied on a regular basis, due to a legal action, now being settled

- Participation to the CO₂ voluntary emission trading system (only for plants larger than 20 MWth)

- Tax credits (50 Lire/kWh thermal) only applying for DHC systems based on renewable sources.

It should be noted that about 82% of DHC systems are operated with natural gas or with other fossil sources.

Purpose of the measures

The measures approved at the local government level, mainly covers three area:

i. planning of energy and energy services developments at the regional and provincial level, according to the three main objectives: incrementing renewable sources shear in the energy mix; promoting energy saving and energy efficiency; achieve the reduction of carbon footprint,

ii. defining the legal framework of the concept of local general public interest networks, that should also apply to DHC

iii. providing economic support and funding, through public procurement procedures, capital investments for DHC plants, particularly based on renewable energy sources and on industrial heat utilisation.

These measures, in particular the planning of future possible developments of regional/provincial interest and the funds made available, are considered absolutely necessary for the take off of the DHC initiatives.

To some respect regional level measures are complementary of national support mechanisms applying to the heat generated and distributed related to primary fossil fuel saving, and to the renewable sources used.
