Monitoring of, & Input to National Renewable Energy Action Plans

The EU target for energy consumption from renewable sources is 20%. Different targets have been set for each Member State, Irelands target being 16%. Irelands National Renewable Energy Action Plan is due to be published in June 2010.

It is proposed that District Heating and Cooling infrastructure will be addressed.

Integrated Pollution Prevention Control (IPPC)

Measures implemented in Ireland as a result of this Directive:

· IPPC licensing of industrial sites. An Integrated Pollution Prevention Control (IPPC) licence is required for facilities operating in specified industrial and agriculture activities. Some of the classes are subject to thresholds. Facilities licensed by the Environmental Protection Agency (EPA) are required to carry out regular energy audits and identify opportunities for energy use reduction and efficiency. A summary of the audit is to be included in the Annual Environmental Report submitted by the Licensee to the EPA. The audit structure and reporting interval is to be developed in consultation with the EPA.

The Purpose of the measure

To ensure:

· the production of waste will be prevented or minimised or if produced will be recovered as far as possible,

· energy will be used efficiently,

· measures will be taken to prevent accidents,

· pollution risks will be avoided in the case of cessation of the activity,

· the site of the activity will be returned to a satisfactory state.

Impact of Measure

Effectiveness of the measure

Licensed sites generally implement continuous improvement measures in relation to all aspects of their licences. Therefore energy efficiency is addressed and the consideration and utilisation of DH will occur from time to time.

Heat losses?

Under this Directive there are no specific measures addressing heat losses in energy conversion and industry and there are no indications that such heat losses will be banned.
